It is just the name of lacquering design/technique ( explicit formula can not be found ). So as proper noun - it must not be translated.

Probably, 塩干 is the same as 汐干 as 汐 is also pronounced as しお.
At the bottom of the below link, it says 「代表的な意匠として菊水汐干（きくすいしおぼし）がある。」Although it's English translation says "kikusui-oboshi", I think "kikusui-shioboshi" should be the correct one.

I think a transliteration will do since it's a name of an 意匠.
