Or you could turn the sentence around and say 'Professor X. took the matter to the consultative committe....'

this is not right

the committee has not been taken over!!!

'saisir une autorité' means to take a case to an authority (committee, court, judge etc.)

this is in no way the same as to take over a committee.....
