This is in a marketing text describing gloves for use by emergency, etc. services - "Einsatzhandschuhe"
Softprotektoren auf dem Handrücken bieten zusätzlichen Schlagschutz "bei Einsätzen am Mann" oder unter gefährlichen Bedingungen.
My take is "use by personnel" - but when would gloves NOT be used by personnel?? Could this refer to contact with other people, e.g. when police arrest someone??

for on-person use
or for use on person.
In this context, it may imply that they come in handy for hand-to-hand tussles with people who won't listen. But the expression as such does not distinguish between use on oneself or use on other people.
