Changement de situation (état civil, mariage, veuvage, ...)
Il faut distinguer deux cas de changement de situation, à savoir le changement d'état matrimonial (mariage, divorce et veuvage) où les démarches sont gratuites, et le changement détat civil ou de raison sociale où une taxe fixe est appliquée.
Il est important que la carte grise soit à jour, comme pour un changement d'adresse, afin d'éviter les risques liés à une carte grise qui ne serait pas à jour, notamment en cas de PV à payer.

As a matter of fact, there seems to be two possible meanings, so some additional information would be helpful ... the "upon" in your brief extract of the ST sounds like a hint that the whole picture might not be what your short extract would lead to believe.
