If you want a simple way of putting it. To me things like "left unscathed" or "spared" work well if you are talking about cuts or reductions of some sort, but where the issue is an increase in workload/complexity I'm not sure that they're quite right.

This is stronger than "has also had an impact on" and therefore conveys the sense of "nicht Halt gemacht" ("did not stop short of") better.
