De acordo com as Subdivisões da República Popular da China, existem três níveis de cidades, ou seja, municípios, Prefeitura com nível de cidade (地级市), e de nível de concelho de cidades.

Não sei existe realmente uma expressão em português que seja equivalente às definições que se encontram para cidades chinesas.
A não ser que a cidade seja de primeira, segunda, terceira categorias/níveis, o que me parece estar a "menosprezar" todas as cidades existentes.
