Las tarifas que se definan deben responder a la normativa vigente del Instituto Regulardo del Agua (IRA), permitiendo el financiamiento de los costos de operación y mantenimiento, e idealmente generar ahorro o un monto que pueda apalancarse para la expansión o reemplazo de los sistemas, sin comprometer la asequibilidad y promoviendo la solidaridad y equidad.

I mentioned in a query the other day that in my experience Spanish often uses "permitir hacer" when in English we would simply use "hacer" (or whatever we are using to translate it). This is another case where I would translate the sentence thusly:
"The contribution from the different stakeholders will be focused on financing the entire cycle."

In other words, I recommend omitting the permission/enabling/allowing/possibility notion in the Spanish, which so often ends up as deadweight in translation.

agree Charles Davis : Yes; I think the redundant word here is "orientado", not "permitir". I think just "finance" or "fund", not "obtain financing".

Thanks, Charles. Yes, it's better just to say finance/fund without the 'obtain'--I was looking for something more direct and that's the solution.

directed to enable


"orientado" as in to orient something in a particular way, to direct/orient it in that way/direction. Direct it in that way for that reason

"permitir" as in to make something possible, or done in such a way for that to be able to happen. TO "enable" it.

The contributions of the different actors/organizations/groups/etc is to be directed in a manner that enables the funding [of all levels]
