I'm not sure what tooling costs a transporter would have, it really depends on what they are being contracted to do. "Set-up costs" or "equipment costs" may be more appropriate but you haven't provided enough context to be sure.

Also, it could be a "boiler plate" contract that just means "tooling costs (if applicable)". The phrase only says they will give all information relating to... which could include no information at all!

Thanks Terry, I don't have much more context I'm afraid, apart from the fact that the goods may need to be specially packaged which might explain the need for tooling/equipment costs. Makes sense
