décapant is defined as qui supprime les vieilles habitudes, qui renouvelle by Robert. It can be understood here as "revolutionary", or which "blows you off your feet" - it rather belongs to spoken French, esp. as used here followed by quoi.

Oh yes, you sometimes say "courant février" to mean "in February" or "throughout" or more literally, "in the course of", so it could be a reference to time. You can tell this is spoken French because you have to guess what the person actually means.

Yes, third trip from Montpellier would make sense. For "décapant" I'm leaning more towards "unusual" or "innovative" because his comments about the project are positive. To put in something like grating or disappointing wouldn't fit.

Another guess It seems to me to mean it's their third time in Montpellier; their third visit. I know it isn't the usual translation of "courant", but it doesn't sound too far-fetched.

Just a guess I take it to mean "positionné en troisième courant". As for "courant", I think it's another way of saying "tendance" or "force". Since it has to do with a project and "dimension environnementale", maybe "green power, trend, movement, wave". In finance, "courant" can also mean "marketable".
