Normalmente los pagos se hacían en tres o cuatro libranzas.
Las dos o tres primeras libranzas eran las de socorro, librándose la primera libranza de socorro con la tercera parte del total cuando hubieran dado las fianzas establecidas en la escritura, a fin de que pudieran comprar los materiales; la segunda libranza, y en su caso la tercera libranza, con otro tercio de la cantidad total, cuando hubieran hecho la entrega de parte de los materiales en las obras de la Alhambra, al tenedor de materiales de las obras; y una libranza final cuando hubieran sido entregados todos los materiales consignados en la escritura.

Google has nothing for this term. If I can translate "libranza" as "promissory note", would "emergency promissory note" be appropriate here?

Payment release note Libranza in RAE:
1. f. Com. Orden de pago que se da, ordinariamente por carta, contra alguien que tiene fondos a disposición de quien la expide, la cual, cuando es a la orden, equivale a la letra de cambio.

It is not precisely a promissory note, but it seems to be a note that the supplier/builder could bring to treasury somewhere to receive payment.

How about:
"the first two or three payments were advances for supplies, the first advance being released when..., and the second and/or third advance when ...

As Neil suggests, they are payments, "promissory notes" really does not sit well in the context.

agree bigedsenior : nowadays, the contractor has to be bonded for advance payments. At a personal level, they are called up-front payments.

provisional payments

Glad to see you've relaxed your criteria, so I'm able to post :)
The only thing that occurs to me is "provisional" payments, which seems to fit the description, but without expressing any notions of the charitable nature of the payouts that might be inherent to the "socorro" part.

I think libranza means instalment in this context:
