This phrase refers to the administrative and other costs associated with the actual process of selling. "Charges" is not ideal here for "oneri", because it too much suggests that the item (and graph) is primarily about banking and similar fees.

: I agree with your translation, but not your explanation. It's the cost of financing sales - so, for example, you might borrow money to buy stock, and the interest would be a financial cost

It's not financial - but finance charges, as used by (my) UK accountants, nor are they US corporate income/ UK corporation tax 'charges on income'.
