OK, stumped! This appears on a Récépisse de Declaration under the Compte Rendu d'Infraction Initial section in the title of this part of the document:

faisant suite a une PPEL
PV No. xxxxxxxxxx

I have already looked at the possibility that this is a typo but have discounted that as this is the document title. It's one of those typical French Police Report forms but I cannot for the life of me work out what PPEL stands for - possibly starting with "Procédure Pénale..."? Or is that a red herring?

Any insights would be most gladly received so thanks in advance!

Thanks so much for all the info In the end, the client asked me to use "following the submission of a preliminary crime report on-line". It seems that individual police forces in UK do have on-line forms for reporting crimes, and the vocabulary tends to be around "report a crime" rather than "file a complaint". I have awarded points to Andres, given all his research produced (at least I think I have - there seemed to be a bit of a glitch in the points-awarding process) but many thanks to Ph_B and Julie Barber for their discussion entries - these are much appreciated.

Ph. I think that preliminary is a great suggestion. I looked around yesterday and didn't only saw complaints online for the UK not any pre/preliminary forms. I could be wrong for that though. However, I think that it is a very good and clear suggestion.

Thanks, Glad you found it useful. There are Australian or US examples of "Preliminary Complaint Online". Would that work for the UK? An answer form a native speaker would be safer.

I see where you're going with that... ... however, I think I'm going to have to check with the client, as it clearly says "une PPEL", and it's at the top of an official police template form, which makes me doubt that it's a typo - although, of course, that's not outwith the realms of possibility! I shall report back...

I thought of that... ... but it doesn't fit the context (there's been no appeal - this is the filing of a complaint and an initial investigation, so it's not even been to court). Also "appel" is masculine :-D and it's right at the top of the document in caps - so I am inclined to think that it is definitely an acronym.
