Performance means value gained in percent, with no attention paid to costs. Returns (Return on Investment) means value gained in percent upon deducting costs such as fees charged by the bank/investment firm/issuer of the security. Deducting taxes paid on investment income, in turn, such as the famous German Abgeltungssteuer, is taking a separate, i.e. additional angle besides looking at costs to be deducted from the returns:

Google tells you that private retirement accounts can contain securities and related financial instruments like ETFs, mutual investment funds, savings plans and in particular high risk/high-yield shares to beat inflation. Cf. blackrock.com and so forth.
