achsenweise

I would love to have a native German speaker's interpretation of this word in the following sentence: "Bei einer Druckbegrenzung sind die Bremsdrücke am Zugfahrzeug nicht mehr achsenweise verfügbar." Here, the brake pressures on the axles are being determined and used for a calculation. Does this sentence mean that the brake pressures can no longer be measured on the axles?
