The picture shows what seems to be a regular trip meter (it reads 580 km, the odometer reads 62,000 km), so I can't work out what the first bit refers to

Yes, I think Althea has it So I assume "3 seg tras contacto" means "three seconds after pressing".

The illustration shows it in tripmeter mode I assume there's an option to press something to change to hourmeter mode

Could it be referring to a button that controls the trip meter? Some of these displays switch from odometer to hourmeter to tripmeter using a button you hold down for 3 seconds at a time - see pages 24 to 26 of the Spanish version of https://betamotor.com/wp-content/uploads/2019/02/MUM_RR_50-2...

Is it possible they've used the wrong caption or illustration? A cuentahoras is an hourmeter, as Bryce says, or a time counter.
I also don't understand why "3 seg" is in brackets. Doesn't it mean "three seconds after contact"?

Considero que tras contacto se refiere a "luego de abrir contacto", usualmente abrir contacto se refiere cuando la llave de encendido se gira a la posición donde se encienden las luces del tablero y otros accesorios, sin llegar a encender el vehículo. Esta sería mi opción.
