A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

I always call these "request for tender" (RFT) but there are various other terms too. The point is that it's not the tender, it's the preliminary stage setting out the details of the procurement.

: Your suggestion refers to a header - 'Anbudörgragning. In running text the asker's term would generally refer to 'the request.' Like I said, it's complicated. @standardized - EU has thing pretty standardized but Eng speakers don't want to accept that.

: I'm pretty sure EU regs don't use 'dossier.' Tender is used much more commonly than 'offer' these days, especially in EU contexts. ;-)

Right, people are complicated when they mix things up
Take 'anbudsförfrågning' ... there must be a difference, right? = Request for tender. That's the header, but sloppy Swedish writers often refer to this as 'förfrågningen,' when it involves an anbudsförgrågning. And others refer to your clients 'anbud...' in the same set of documents. Förfrågningsunderlag? = Tender documentation.
This is where reading about the tendering process altogether becomes important. There are many sites with good reference material describing standard tendering process in Eng, and you can get a good idea reading about this process in EU documents. British and US references help, but the Swedish laws are based on EU regs, so you get the best results keeping things local.
