Italian to English Other Certificates, Diplomas, Licenses, CVs vocational school trancript
Sulla pagella di un istituto professionale (Vocational school) alla voce "titolo di ammissione" trovo "non promozione", ciòè lo studente non aveva passato l'anno e lo ha ripetuto nella stessa scuola.

Here's an explanation of 'titolo di ammissione':

The 'promozione ' is the 'titolo di ammissione'. 'Promozione' means you have passed your 5th and last year at school (they are tested through the year and the average mark given at the end determines whether they pass or not). By passing your 5th year (promozione) you are qualified (titolo di ammissione) to sit the 'esami di stato ' which you have to take to be awarded your high school diploma.

If you wanted to be more specific, you could say 'did not qualify to take high-school diploma examinations'.
