I read the page from a link to participation in a planning process which includes members of a community. It was optimistic with a positive outlook and an approach to plans or changes.

From the context, it sounds like it might simply mean 'teaching', with the 'participante' meaning actively taking part as opposed to observing. I hope it's not grammar they're teaching.
