This is on a Russian driver's license. I am wondering about the function of составы here. I am tempted to translate the phrase as simply "vehicles with trailers". Does anyone know if there is a standard translation for this Russian phrase?

"Vehicles with trailers" works in this context (I looked at the Russian driver's license application online).
On several U.S. driver's license applications, however, they use the term "combination vehicles" in the same context:

"component" could also be another translation for the word "состав", possibly referring to the various "components", i.e. trailer, which could be added to a vehicle with this particular license.
