Job description:
They are 20 pages of hand-written medical documents that need to be translated into Cantonese within a very tight turnaround time. Please provide:
1. Your fixed project fee bid, or rate per word in US dollars;
2. # or revisions included in the bid;
3. Your turnaround time.

Question: What does ¡°your turnaround time¡± mean, since there is already a ¡°Delivery deadline¡± below?

how quickly you can return the document

Even if there is a delivery deadline, this would be when they absolutely need the document back. If you can translate it faster, you indicate that as your turnaround time.

time it will take you to complete the project

They are asking how fast you can complete the project (i.e. "turn it around"). This is what it means, regardless of them already giving a deadline. Maybe they want to see if you can do it faster than the deadline and award it to the fastest person. Or, if nobody can do it by the deadline, they will probably award it to the fastest person...

After accepting the offer, the time taken by *you* ...

As against the deadline mentioned in the bid offer, how much time it will take *you* to complete the work - to go away after taking the work, complete it, turn around, and return with the completed work.

Patti and Kristina are right. But, "Turnaround time" is also used to express that how many words a translator can/usually translate per day.
