Thanks every one! I would like to thank every one who provided the answer and who participated the discussion. I think "messy around " and "making things too complicated" are the two close choices, I agree with Mr. David Lin's explanation that 折腾 has the implication of complications that a person has dwelled into for some time trying to find questions rather than provide the answers, I think that is the answer I am looking for. Again thanks to every one who participated this discussion.
