It's strange that there is a reference to a regulation without stating which one... :) But if there is no number mentioned, I would simply use "EC regulation" then...

agree  Dylan Edwards: Simply "EC Regulation" if there is no number - and I think Stuart is right, it should be capital R if it refers to a specific regulation (numbered earlier in the text?)./ OK, it's a while since I looked at the style guide: http://ec.europa.eu/translation/
