Danish term or phrase: trukket sig stigen med
Sagsøger havde trukket sig stigen med sig 2-3 gange.

Is this to pull the ladder towards her 2-3 times or moved the ladder 2-3 times.

English translation:the plaintiff had moved the ladder 2-3 times
Explanation:
Not very clearly expressed in the original text, I feel, and, therefore, open to a certain amount of interpretation (I can quite understand why you are requesting help with this!). However, there is nothing in the text to suggest that the plaintiff moved the ladder towards (her), so perhaps it is best to just use 'moved the ladder' without specifying a direction.

Just a thought ... if the word 'med' (.. 'med' sig 2-3 gange) was a typo and it should have been 'mod', then your first suggestion (pulled the ladder towards her) would be correct. It would also read better (in Danish) than the version, which appears, which 'grates' in my ears.
