Dutch term

vrijblijvend samenwerkingsverband

Discussion

Michael Beijer Jul 20, 2017:
this seems relevant: "An informal partnership arrangement between organisations could be called a loose consortium or network. All the agencies agree to work together to common aims. There may or may not be a written partnership agreement and/or a steering group. The network would not have a separate legal status outside of its members. The organisations would have to tender as independent units to commissioning bodies."

"loose consortium structure" also gets a lot of hits: https://goo.gl/dLKvCF

informal collaboration

I would prefer collaboration, along with informal.

"Over time, informal collaborations, agreements, compacts, and regional commissions connecting states and provinces have become more and more important as a way of managing the flow of people, goods, natural resources and pollutants across the many borders inside and between Canada and the United States."

(based on the Declaration of Interdependance, 1937 - The Conclusion is an interesting read).

independent joint venture

(In business, "samenwerkingsverband" almost always means "joint venture" in English.)

(A joint venture may be a very formal and strictly governed entity, i.e. a corporation, not just a partnership.)
