A notice has been appropriately delivered to someone according to legal procedure and the acknowledgement of receipt has been obtained from the recipient as evidenced by a signature.
given to: just given to, we don\'t know if it delivered according to legal procedure and if a signature has been obtained.
made in relation to: even more vague.
It is like first saying 我们按时按质按量完成了任务，then adding 我们只是做了那件事，是的，作了那件事。

It look likes a standard clause for plentiff's attorney to proof to the court that they have exercised due diligent & in accord with governing law, regulation or procedures to deliver notice. And the notice is/or serve upon the accused party or any other party in relation to the accused party.
In court, one needs to proof the following issues in order for the Court to consider that summon, notice, even message is duly and properly
delivered and served. (two separate issues, deliver & serve)
Still 4 W's consideration:
1. "What" is the issue: require notice to be serve upon be in its full & clear context.
2."When": court usually is prone to take any evidence that have physical evidence such as date, time stamp. (mail, vedio dating..)
3."Who" serve it(directly or indirectly): mailman, messenger, co-tenant, secretary, relatives.
4."How" via mail, phone, in-person with plentiff or via any party "in relation to " he/she.
I would like to the whole sentence in halves. The first half refers to: means or channels of commuication, while second half refers to parties involved.
Whole sentence I might like to translate is：
