Oxfrod Dictionary of Economics [Black/Oxford Univeristy Press]: slack = unused or under-used resources.

Voor het eurogebied, waar de lonen en de loonkosten per eenheid product langzaam stijgen, ligt het uitgangspunt daar waar hulpbronnen niet of niet ten volle worden benut, en dus een bron van dalende inflatie vormen.

NB: het zinsdeel 'and thus a source of falling inflation' klopt m.i. niet helemaal, waardoor mijn vertaling van dat deel van de zin wellicht ook aanvechtbaar zal zijn.

Explanation:
Jack, the English is fine. It's basically 'Slack is substantial' and 'Slack is a source of falling inflation' all in one sentence. This makes good sense, since slack in this context is just unemployment. But because you've made 'hulpbronnen' the subject in the Dutch sentence, the second part no longer works. What's really needed is something like (economische) slapte, which is indeed a 'bron van dalende inflatie'. But I'll leave it to the native speakers to figure out the best term.
