When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

So irrespective of the actual diameter, let's say the tolerance were ± 2mm, then it would mean 'within 1 mm'. It's actually a horribly technically imprecise way of expressing something, since the tolerance BAND would be 4 mm, while the tolerance itself is expressed as ± a certain figure, so the source expression remains highly ambiguous! However, possibly the surrounding context clarifies?

: The Asker's failure to give context implies that she doesn't understand what the simple expression "half of" means. Surely not?

Thanks, B! :-) I think the doubt arises around the meaning of 'within half of (a tolerance)', which is where I hope my explanation is helpful.

: I don't think 'au-dessous' really satisfcatorily conveys the same notion as 'within' in this sort of technical context.

With what's available so far. we can't even be sure if the question as asked is not maybe the result of the wrong parsing of the sentence ....
