A certain clinical study tests an ointment with active ingredient vs. ointment without active ingredient (similarly to placebo, but the term "placebo" cannot be used here).

Examples of context:
1. Double-blind, randomized, vehicle-controlled, efficacy and safety study...
2. The primary objective of the double-blind phase is to compare the efficacy of XXXXX (treatment arm A) with vehicle (treatment arm B)

מבוקר אינבו

The vehicle is a substance or a group of substances that "carry" or "accompany" the active drug when inserted into the body. Placebo is an inactive substance that could be "carried" the same way. Here's where the difference comes from, but I can only find the same word in Hebrew for both.
