When the big tornado hit Joplin last week, one of the major US television networks sent its top news team (which usually broadcasts from New York) to the site of the storm. Yeah, it is. Reporters "on the ground" or "in the field" are the ones who are reporting from the place where the action is taking place.

Edit: And so by extension, "stories on the ground" here means the stories which come from the place where the action is taking place. I'd say it can mean "real stories," in the sense of "first-hand.
