So we’re going to use Horizon, which is the single sign-on portal,
Glance, which is where we’re storing our images that we want to spin up,
and we’re going to use Nova, which is the software-defined compute part of OpenStack,
and then Keystone – we’re not going to use Keystone today because I don’t want to generate a bunch of SSH keys, but Keystone does SSH key management.
So I just want to bring that in.

Explanation:

Parece ser meio que uma gíria que o pessoal da informática usa para "processar", "rodar", etc.

Talvez seja uma referência ao que acontece no HD quando um comando é processado - ele gira mais rápido / acelera (spin up).

to spin up = To process an array or list in sequence, doing the same thing to each element. "This loop buzzes through the tz array looking for a terminator type."

I was under the impression that the drive experiences maximum mechanical stress when it starts to spin up and spin down (acceleration and deceleration respectively)
