English term or phrase: a tariff rate quota
If your business involves the production of agricultural products, NAFTA may allow your products to be more competitive than previously in other NAFTA countries. In particular, as with other goods, NAFTA lowers trade barriers on agricultural products. While agricultural non-tariff barriers (quotas) are eliminated, the countries are still permitted to maintain tariff rate quotas for certain listed products. Typically a tariff rate quota sets a low initial tariff for imports that do not exceed a fixed quantity, and a higher tariff for imports that exceed that quantity. The countries also agreed to eliminate many agricultural export subsidies.
