Estoy en un dilema pues creo que hay un typo a pesar de que es un documento oficial del army.

Creo debería ser backwards para que se vuelva un verbo conjugado en presente y que entre otras cosas no he encontrado en ninguna parte, aunque no se si es un adjetivo porque hay "backward planning".

Su ayuda le será agradecida al máximo.

Me parece que lo que falta es un "-" y que el inglés debiera decir "backward-plans". Además, así la frase tiene sentido.
De querer indicar una "retaguardia", creo que diría "rear division" no "division backward", a menos que el nombre de la división sea "Backward", en cual caso se escribiría con mayúscula, "Backward".
