From the context, I think what the speaker means is that the three institutions participating in this Technical Symposium on Access to Medicines, the WTO, WIPO and WHO, have demonstrated a common approach to the issues being addressed, a high degree of agreement and a cooperative spirit. Thus their participation is coherent: they are moving in the same direction, addressing the same issues in broadly the same manner, and cooperating productively.
