You could even call it "payroll debt" or "outstanding payroll", since I assume that in the country concerned it is normal to pay people in food.

I'm not sure what vivres is here - provisions or supplies of what? for the employees?
perhaps debts on salaries and 'benefits', but definitely relating to employees!

: Prefer "liabilities" or "payables" in this context. This is not "debt" in accounting lingo.

thanks Robert, I do take your point although as the company in question is virtually insolvent I do feel that debt is OK. But I would go for liabilities too
