This is at the bottom of a Beligian birth certificate. I know the first phrase is plain paper, and I get the gist, but what would be a good way to word this?

I don't know how to word it any differently so it reads like natural English.

I supposed "lois sociales" are just "social laws" in English. I'm not sure, though.

in accordance with the laws

I'm not sure about this, I'm just trying to think of what would make sense on a birth certificate ... drawn up on plain paper in accordance with the laws (social laws?)

This is what I think it means, though it might be an over-translation.

In order to get allowances for various things you have to prove it by supplying documents - maybe including your birth certificate.
