What HP stands for is anyone's guess. It is used for a variety of test procedures.
HP ENV is obviously environnementale
HP AA would appear to be agro-alimentaire
HP CHIM = chimie
And it looks as if HP ET is corps étrangers (I mean, the last thing anyone wants in their tobacco is a stray bit of cannabis resin):

It's counterintuitive to have a programme or test procedure or protocol that is hors programme, but hors programme is what HP seems to mean.

: The standard is indeed about sampling, but 'fumage' suggests an analytical smoking machine, ISO 20778.
