French to English Tech/Engineering Environment & Ecology risk assessments

I know this term crops up time and time again and I can usually translate it as "stakes" or "challenges", depending on the context, but none of the usual suspects seems to fit here.

My document is discussing general risk assessment principles for technical sites and enjeux has come up several times already, but only in brief headings or captions, e.g. "identification des enjeux". I've been merrily translating it as "hazards", but I've now come across the following definition, which has thrown me completely:

On entend par enjeux les personnes, biens ou composantes de l’environnement susceptibles, du fait de leur exposition au danger dans certaines circonstances, de subir des dommages.

Hazards or risks obviously won't do, but I can't think of what we would use in English to describe this concept. "At risk" comes to mind, but what noun to use with it to encompass people, property and environmental aspects?

Any ideas?
