: there WILL be an amount to give people a foretaste of what is to come. Only the bill will not have to be paid. You got there in the end but the original response is simply wrong

Thank you for the comment, but I don't what is exactly featured on the bill. I never got one. LOL. It probably is just "billing with no amount due"

If I understand the context correctly, 'pretend' bills are going to be issued in 2010, so that people can learn to appreciate what they would have to pay, before actual billing is introduced in 2011.
