Bast fibre or skin fibre is plant fibre collected from the phloem (the "inner bark" or the skin) or bast surrounding the stem of certain, mainly dicotyledonous plants. They support the conductive cells of the phloem and provide strength to the stem.

I think this might be overtranslating.
If as Francis says, this is the word for 'le liber', then I think it best to stick with 'inner bark' (understood by all) given as the primary translation for this term in my Forestry dictionary.
