It's a title.

"Le contexte de réalisation du projet" (for an NGO)

"implementation context" sounds weird to me.

Any other suggestion. I cannot omit "de réalisation" in this case. It cannot simply be "the context of the project"

How to tell the difference between "easy" and "pro" questions:

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

If you don't think it's too wordy, I would personally probably translate this as "the context within which the project is/was/will be implemented" unless there was some spacing limitation in the formatting. "Is", "was" or "will be" should depend on other context that should be obvious in the document. For a short form, "The context of project implementation".
