It's a little hard to give much context for client confidentiality reasons, but I think this is in fact just a general expression, and not specifically related to the field of my document (micro electronics). here's a sort of 'distillation' of the sentence in which it appears:
"Ces performances sont bien inférieures à celles des [other type of device architecture] et apparaissent comme étant le verrou à lever."
If I'm understanding this correctly, it means something along the lines of 'the sticking-point that needs to be addressed' — but this late on a Sunday afternoon, I'm feeling rather short on inspiration as to exactly how best to express that in EN. I should perhaps add that the register here is that of a learned technical article for publication.

The hurdle analogy is self-explanatory.
Another option is the "geographical/Alpine" meaning of verrou, i.e. a rock bar across the valley, a river, where there is a step in the longitudinal profile. Engineers of the type I do a lot of work for (hydro dams) use the term, as do people with Alpine/mountain experience independent of their line of work, so it is not impossible - though possibly unlikely - that your writer knows it and is using the word here with that meaning.
So if it's not a "lock" type hindrance to be removed, it might be a threshold to be raised. Since the verrou à lever is the performances bien inférieures, the idea of raising the level thereof could be appropriate, even if without that raising the inadequate performance is a barrier to progress like a lock on a door.
