Two of my *very favorite* French words together in one term!
The context is a UNDP document on good governance.
"Ainsi le PNUD, dans sa volonté de déterminer et de renforcer l’espace public légitime et efficace d’action publique, en vue de favoriser l’institutionnalisation de la démocratie souhaite lancer une dynamique de réflexion qui permette de repenser la gouvernance. La formulation des objectifs attachés à l’organisation de cette consultation révèle l’importance des enjeux d’une telle réflexion critique sur la gouvernance."

discussion process

"discussion" may be stretching "réflexion" a bit, but the context suggests discussions aimed at thinking about the issues.

"Brainstorming" comes to mind.

Brainstorming is when a group of people come together to exchange and share ideas on a particular subjet. Seems to fit the context well.

"...will initiate a brainstorming session that will help to rethink leadership (the leadership process).

To me all these imply 'active or dynamic reflexion'.
