This is part of a piece by a journalist on aspects of a country's foreign policy "...à travers des projets de coopération au développement et d’aide humanitaire, qu’ils soient bilatéraux ou qu’ils s’inscrivent dans des programmes multinationaux. L’idée est aussi, faute pour [country] de pouvoir nouer facilement des contacts officiels, de multiplier les rapports personnels et d’encourager les échanges entre organisations non gouvernementales."

the expression in French is FAUTE DE
(pour country XX is inserted in the middle)
It could read "faute, dans le case de pays XX, de pouvoir....."

Je comprends de l'expression 'faute pour' le sens de 'reste à/au....de pouvoir..' / à charge de.....de pouvoir..' que je traduirais par 'in as much as / in as far as...can establish...
