Furthermore, Légifrance seem to have gone bananas (and/or generally incompetent), and successfully hidden the translations. I just tried to search on the site and using a search engine, to get hold of an official EN translation of the Code de l'Urbanisme. Nada. Anyone got a link?

I don't think this is a planning application or permission. Either way, best steer clear of the US Am. term of a 'building permit' that is incongruous for the UK, but turning into an institutionalis/zed ProZ catch-all.

To the asker's question: the weight of authority - Tony M - and IATE - is against new builds though, if your context specifically espouses such cause, change building alterations to building works. I don't think the meaning is specifically obscure enough to adopt the policy of leaving the term in the French and adding a translation in brackets, though British expats may well use the source-term.

: Yes, it applies specifically to kinds of work that specifically do not require planning permission, but must nonetheless be declared.

Since it has a specific legal meaning, I think you should leave it untranslated, and if necessary add a few words of explanation. You could say "simplified planning permission for smaller projects".

: Agree about an explanation but this isn't a planning permission per se it's a notice initiated by the person doing the work which is then approved by the préfecture without the full red tape of planning permission
