All things being equal, I might opt for the less formal "commercial start-up," but things are never equal... It will depend on the context and the style of the translated text.

I think this is what they mean but really need more context. Is there reference to a single product, or perhaps a business? when French say 'commercial' in this context, we would usually say 'sales and marketing' in the states. Décollage = launch, introduce something new, business/company or product/product line..

Coming from a Business Link background, I would translate décollage commerciale as business start-up so from this context I'm assuming the business is new.
