My best guess is "neuro-diencephalic hypertonia syndrome" but no hits on Google so any other ideas would be appreciated.

Not really many references for "syndrome d'hypertonie neuro[-]diencéphalique" either - hence there is nothing wrong with your best guess, IMO. My guess is that the term may be used for a syndrome that is called "neurogenic storms" in English, but there are really too few references to be sure.
