a l'envi - challenging, even conflicting I'd choose "decided to adhere to the exigencies/challenges of positive discrimination".
In "to promote positive discrimination as much as possible" seems to me that the understated tone of the original french is missing.

The text may be a translation but I am not sure. Question éminemment sensible, que l’on traite toujours avec passion et parti pris. La convergence des programmes vers des activités centrées sur les filles et les femmes montre le parti pris des associations décidés à faire à l’envi de la discrimination positive.

the expression is "à l'envi" "de" goes with "la discrimination positive": a rephrase would be "...décidés à faire de la discrimination positive à l'envi".
More context would be helpful in translating "à l'envi", which is wonderfully adaptable.

Hello,

I believe that "à l'envi" means "autant que possible" here. But I would word it as "at every opportunity."

Also, I don't think we're talking about "à qui mieux mieux" here (competing with each other), which is a possible meaning of "à l'envi".
