French term

noirci sur fleur

French to English Other Textiles / Clothing / Fashion
From a description of a motorcycle gendarme uniform (1920s).

Any ideas. Another question will follow on the term 'glissade' above.

dyed black on the grain side

A bit of research showed that the "coté fleur" is the grain side (outside) of leather hides:

So I assume the term is describing the black dye on the grain side - but not totally sure.
