The meaning of "concours" in this ST is not exactly the hardest puzzle to solve:

Concours publics composés des compensations tarifaires + compensations forfaitaires d’équilibre
=>
"concours" = subsidies /aid from public funds given to transport companies

the real problem is "... d’équilibre". Without knowing the underlying logic and the fines points of this "compensation system" it's far from obvious what kind of "equilibrium" is supposed to be preserved by giving these subsidies to transport companies.

BTW, all the context you'll ever need is already there: "TER, Transilien, Intercités" - more than enough to know where to start digging ...

Could we have the full context, please. What are the "concours"? What does it say before and after this?
I would guess something like "one-off balancing compensation", but it would be useful to know what this is about.
