Hola, me parece que la frase apunta a que todavía quedan las terrazas para fumar "en paz". Es decir, que por las leyes antitabaco, los fumadores ya no tienen espacios donde fumar, y aquí todavía les quedan las terrazas, lo que ya no será posible en Italia.
